My brother passed away in 2013. Since then my father has tried to access his funds held by BBVA. Despite many attempts BBVA ignored his requests. My father has now passed away and my mother is now the executor of my late brother's estate. She wants to access his funds.
Why has BBVA ignored all previous requests? Are Spanish banks regulated like the FSA in the UK? Do I refer this matter to the European Union?
Please help.
