Ms. Frances J. Ryan sent a message to Thomas Rutledge that said:
As a customer of Time Warner Cable since 1994, I cannot understand why my billing amount keeps going up and up. I am on a limited income and my latest statement went up again. I cannot believe that in this crisis when communication is so important, Spectrum raised my billing amount for this coming month. It is unbelievable and totally an egregious thing to do to anyone, much less a long time and faithful customer.
