In August (I have been in the process of moving, hence the delayed complaint), I briefly added a bank account to my PayPal account to process a refund. My credit card was immediately made the default method of payment. In early September, I received an overdraft notice from my bank because PayPal paid my Netflix charges from my bank account, DESPITE the default method of payment being assigned elsewhere. Multiple PayPal Customer Service reps gave me various stories, including one that says the NetFlix agreement always assigns payment to a linked bank first, regardless of global preferences. I called NetFlix for a copy of their agreement; their response is that there is no such clause. Other stories were that I have no credit card confirmed on the account (false), that the credit card had expired (false), that the charge was declined on the credit card (false).
My position is that PayPal is at fault for assigning payment without my permission. PayPal is liable, therefore, for my overdraft charges. I am due a refund of those charges from PayPal.
