Dear Mr. Schulman:
Yesterday evening I became outraged resulting from my contact with PayPal. At this point, I have no more patience with your people. I became very angry and finally figured out why after mulling over this contact with your people.
This is the transaction:

Transaction Date: February 3, 2018
ClickBank refunded this $48.29 directly into my bank account and not to PayPal, even though I paid it through PayPal.
I do not understand why ClickBank would do that since PayPal is supposed to protect our banking information.
During this entire time with PayPal, I did not understand what PayPal was doing. They were "investigating" and deciding what THEY were going to do with MY money. If I say I dont want this and want my money back, that is "gods word", not PayPal. THAT is what the irritation is about ... PayPals arbitrary handling of this transaction and probably most or all transactions that go through PayPal.
After finally getting PayPal on the phone yesterday evening, and mulling over this phone contact, also whats been irritating me is why PayPal didnt respond to my notification that the vendor refunded my money and they NEVER acknowledged to me this information and never acknowledged receipt of the refund.
It appears PaPal and ClickBank violated PayPals policy of protecting my financial information.
I am not pleased with PayPals procedures.
I especially do not agree with their "Provisional Credit" which appears arbitrary in that I did not have a choice. I can wait for a refund.
I do NOT want PayPal giving me a refund from their money. It is not welcome, especially when they did not want to refund it in the first, second and last place!
Now, they are demanding I pay them $48.29.
I did make a suggestion this morning with the vendor this morning via email so that they can correct ClickBanks failure to properly credit PayPal.
This is a serious matter because this is my Social Security Retirement money. PayPals personnel is threatening to put me into collections.
I threatened that I will file a Small Claims suit for $25,000! Small Claims here has a $25,000 limit.
Now, though, I understand and am NOT pleased ClickBank used my personal financial information to refund this purchases money. This issue has changed to a serious breach of PayPals claim that it protects their customers personal and financial information as it is evident they do not.
Your assistance is requested to favorably settle this matter.
