I had small bumper to bumper incident (see claim information below) on 11/08/16:

Since there was no damage to my car and other party's car, we did not call police and exchanged insurance company information.
then I found out that the other party submitted claim on 11/17/16 (9 days after incident happened). why did other party wait so long to claim?
why doesn't progressive have a rule that a party that submits claim after 1 week or more of incident should been rejected.
since I am diamond membership because I have been with progressive for 5 yrs, I have small and large accident forgiveness. please reject this claim by other party and forgive this accident.
if my issue is not resolved I will be looking to competition for auto insurance soon.
