I requested a refund from your service on 11/30th and I still is not applied – Hubert Joly email address

Yolanda sent a message to Hubert Joly President and CEO, Best Buy – email address that said:

I requested a refund from your service on 11/30th and I still is not applied to my card. I call your customer service department and am lied to continuously. Do I have to file a complaint with the state's attorney office to get a refund?
