Marie McNamara sent a message to Benjamin Fowke that said:

Dear Chair, President, and Chief Executive of Xcel Energy,

I am a rural resident of southeastern MN. I see that Xcel has just filed for transfer of ownership of the Freeborn Wind Project. There were secret meetings held between Invenergy, your developer and State agencies to change noise charts with no references or input from the public. That issue should be resolved before you step into ownership of a big problem. WCCO TV news ran a story about Freeborn Wind yesterday, June 17, 2019.

Just as in our county a vast majority are not in favor of this project. Though Invenergy has much invested, you may have time to rethink this project transfer. Back room dealing with secret meetings to gain advantages by changing data in a questionable way as Invenergy has done is not what is expected in Minnesota.
